Sewing pattern for the “Saint-Martin-de-Ré” blouse

Blouse with raglan sleeves, puffed and elasticated at the cuffs. 
The collar is Tunisian type with button placket. 
The entire neckline is gathered and edged with a shaped collar. 
The latter and the button placket are reinforced with iron-on fabric. 
In the collar, we integrate small ribbons, at the end of which we attach a pompom with a tip. 
The ties can be tied, but we imagine them hanging for a casual style. The difficulty lies in fitting the shaped collar and the button placket. 
For the collar, we have provided marks on the shape to evenly distribute the gathers which are all around the neckline.
